About the Book

NATO has been an alliance without a mission since the end of the Cold War. Even as plans for expansion go forward, the post-Cold War mission of the alliance remains unclear.

It is clear, however, that NATO enlargement will create several problems. By including the Czech Republic, Hungary, and Poland, while excluding other nations, NATO expansion threatens to create a new division of Europe. Equally worrisome, Russia views the extension of the alliance as highly provocative.

In short, NATO enlargement reflects a failure on the part of policy makers to recognize new strategic realities -- and that failure could have dangerous unintended consequences.

What Others Have Said

"The question of whether to enlarge the NATO alliance is the most important foreign policy issue we have faced since the end of the Cold War. I commend Ted Galen Carpenter and the scholars at the Cato Institute for raising the questions that we must answer if the American people are to support NATO enlargement."
--Senator Kay Bailey Hutchinson (R-Tex.)

"Expanding NATO--and thus transforming the world's strongest military alliance--is the most significant shift in American foreign policy in recent years. This intelligent book provides a sustained and comprehensive critique of enlargement. Advocates of enlargement must respond to it, and all interested Americans must read it."
--Fareed Zakaria, Managing Editor, Foreign Affairs
